Yes, Indian Govt(CONGRESS) Has no Another option to get power in state and also Central,One and only ultimate Option is Declaring Separate State of Telangana
How ?
If Central will not declare Telangana State,Congress will loose deposit's in Telangana 10 districts. Telanganiates never trust Congress govt any more until unless they resigned ,without resignation if they support/speak telangana, they know what will happen to them.
So, For the existence of Congress govt they have to do favor to Telangana, if not they will loose MLA and MP seats.Ultimately loose the power in state
So Central have to declare Separate State of Telangana to rule and get power in State
What About Kadapa And Seemandhra ?
If Jagan and Vijayamma will Elected in Byelections, all Jagan Supporters leave the Congress party,this will effect the Congress power in State.It will leads to Elections for Majority ruling party.
All Jagan supporters are from seemandhra only Konda surekha and few people are from Telangana,they never effect telangana politics,So in seemandhra Congress loose the seats. And YSR Congress will be strongest party in Seemandhra.
No option for Congress Govt.

As Per Survey Jagan and Vijayyam will win with huge majority in Kadapa.
